For the empirical measurement of capacity development and its possible success factors, I have conducted 50 individual interviews that are compiled into the 'case of MENA' as one synthesized case-study. The focus of the interviews öools at the concept of modernities and 'being modern' in Arab-Muslim settings and in the European West. Furthermore, the CW model is applied in an appreciative and trustworthy attitudeto validate current development efforts in MENA, froma senior development practitioner perspective.The countries, organisations and programmes analysed in the year 2011 for this research look at past, present and future scenarios for the MENA region and international development cooperation (IDC).
